SB 1039 - A Joint Resolution proposing an amendment to the Constitution of the Commonwealth of Pennsylvania, further providing for exemptions and special provisions.   Would expand the Property Tax Exemption Program for Disabled Veterans.  Currently, an honorably discharged disabled veteran must be 100 percent disabled and have a financial need to receive a 100 percent exemption from property taxes.  This Constitutional Amendment would exempt additional honorably discharged disabled veterans from paying a portion of their property taxes.  The amount of the tax exemption would depend on the extent of the veteran’s disability, as determined by the U.S. Department of Veterans Affairs.  If a veteran is determined to be 100 percent disabled, he or she would be exempt from paying property taxes; a veteran considered 75 percent disabled, would be exempt from paying 75 percent of his or her property taxes.  A fifty percent disability would be the threshold.  Additionally, all veterans - whether 50 percent or 100 percent disabled - would still have to qualify based on their financial need.  Last Action: PN 1332 Referred to VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS, Oct. 20, 2015.
