SB 1013 - An Act amending Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes, providing for voluntary veterans' preference in private employment.  This bill would allow a private employer to adopt and apply a veterans’ employment policy which would need to: be in writing, include a statement an employer has and applies a preference in a job posting, be provided to an applicant upon hire and all employees annually; and be applied uniformly.  The bill would exempt an employer who has adopted and applies a policy in compliance with the act from violations of State and Local equal employment opportunities law.  For purposes of this act, a veteran would include surviving spouses and a spouse of a disabled veteran.  This bill would leave the decision whether or not to adopt a policy solely up to an employer.  There would be no mandate on an employer to have a veterans’ preference.   Allowing private employers to adopt a veterans’ preference has been signed into law in a number of states including: California, Florida, Georgia, Kentucky, and Oklahoma.  Last Action: PN 1427 Reported as amended from VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS, Nov. 18, 2015.
