Act. Veterans Education Transparency and Training Act or the VETT Act. This bill modifies the approval process for
certain courses of education for purposes of Department of Veterans Affairs
(VA) educational assistance benefits.
Under current law, educational institutions must provide a personalized
form to an individual with certain information (e.g., cost, financial aid, and
graduation and job placement rates) prior to enrollment in a course, otherwise
such institutions may be subject to certain disciplinary action from the VA or
state approving agency. The bill provides that if an educational institution
cannot provide the required personalized form to an individual prior to
enrollment, the institution must provide notice that specifies which
information in the form may be inaccurate or incomplete and the best estimate
available for such information. The bill
requires the VA to establish and regularly update a website to serve as a
central location for information about training for school certifying officials
regarding VA educational benefits.

Quality, Coatesville VA Medical Center earned the highest Mental Health
Domain Quality score.
We ranked #1 out of
139 VA facilities in the Nation from the Strategic Analytics
Improvement and
Learning (SAIL) model. We not only make sure that Veterans
in our Residential Rehabilitation Treatment Programs (RRTP) are receiving
treatment for their diagnosed mental health conditions but that they have
an assigned primary care provider and that their mental health care is
integrated into their primary care.
We ensure Veterans receive
same day access for initial primary care appointments because this is when
their needs are most urgent. Additionally, Veterans in our care are
attending psychotherapy sessions consistently which supports excellent
mental health care.
Food Pantry at Coatesville VA
Medical Center with support of the Chester County Food Bank and generous
donations from the community, the Coatesville VAMC Food Pantry “Lincoln’s
Promise,” has successfully managed the increased demands for food
distribution. The number of Veterans served monthly has doubled since last
year.
The pantry offers a variety
of food options on a weekly basis including shelf stable items, frozen
meats, fresh eggs, cold dairy products and fresh produce. Veterans do not
need to be enrolled for VA health care to receive assistance from the
Lincoln’s Promise Food Pantry, located in building 57.

Project Healing Waters
– Fly Fishing
Project Healing Waters/Fly
Fishing is a non-profit organization to conduct programs at DoD and VA
facilities across the nation. At the Coatesville VAMC, the Project Healing
Waters Fly Fishing Volunteers meet every Wednesday in building 38 (Basement
Room B02), 6:00-8:00pm, to teach Veteran-Inpatients fly-tying, rod
building, and casting.
The instructions are then
followed with occasional outings to go fishing with our Veterans.
The next four pieces
of legislation proposed are from the DAV and DAV Auxiliary. It’s an easy
one (1) click by enrolling in DAV CAN (Commanders Action Network)
The Justice for ALS Veterans Act empowers
the Department of Veterans Affairs (VA) to provide survivors of
veterans who die from amyotrophic lateral sclerosis (ALS) with an
additional Dependency and Indemnity Compensation (DIC) payment. It
would also remove the previous requirement of an eight-year total
disability rating period before the veteran's death.
Currently, an additional DIC monthly payment of $351.02
is given to survivors if the veteran was rated totally disabled for
at least eight years immediately preceding death. This is known as
the DIC “kicker.”
ALS is a rapidly progressing disease that often leaves
veterans incapacitated and reliant on caregivers. The VA recognizes
ALS as a presumptive service-connected disease and rates diagnosed
veterans as 100% disabled. Unfortunately, the average lifespan of
individuals diagnosed with ALS is between two to five years, making
it difficult for many veterans to meet the eight-year requirement for
the additional DIC “kicker” payment.
The Justice for ALS Veterans Act would ensure increased
DIC payments to surviving spouses of veterans who die from ALS,
regardless of the duration of their total disability rating. In
accordance with DAV Resolution No. 25, we strongly support this
legislation.

The Rural Veterans Transportation to Care Act (S.
784/H.R. 1733), aims to improve transportation services for
veterans living in rural areas by expanding eligibility to county
veterans service organizations and tribal organizations, thereby
broadening the scope of entities that can receive a Highly Rural
Transportation Grant from the Department of Veterans Affairs (VA).
The bill would also raise the maximum amount of funding granted for
the purchase of Americans with Disabilities Act (ADA)-compliant
vehicles.
Currently, 2.7 million veterans reside in rural areas
and many encounter barriers and challenges when accessing VA health
care. One of the primary challenges is the limited transportation
options available to these veterans. This legislation would expand
and modify the VA’s grant program to provide alternative
transportation options to veterans in rural or highly rural
communities.
We support the Rural Veterans Transportation to Care
Act, in accordance with DAV Resolution No. 177, which calls for
expanding the VA transportation system with affiliates and local
community partners to include ADA-compliant modes of transportation.
We call on DAV members and supporters to contact their
senators and representatives and urge them to cosponsor and support
the Rural Veterans Transportation to Care Act. As always, we

H.R. 1970, the Providing Veterans Essential Medication
Act, aims to address the financial burden faced by State Veterans
Homes in providing high-cost medications to veterans, by directing
the Secretary of the Department of Veterans Affairs (VA) to either
reimburse state homes for these medications or furnish them directly,
based on the preference of the facility.
As the demand for specialized and costly medications
among veterans rises, State Veterans Homes often experience increased
financial strain. High-cost medications, such as revolutionary cancer
drugs, can exceed $1,000 a day. It is crucial to guarantee that these
homes receive sufficient funding and support to address the growing
need for care. It is imperative that we prioritize the well-being of
our nation’s veterans and provide them with the necessary resources
to live healthy and fulfilling lives.
We support H.R. 1970, in accordance with DAV Resolution
No. 227, which calls on Congress and the VA to provide sufficient
funding to support State Veterans Homes.
We call on DAV members and supporters to contact their
representative and urge them to cosponsor and support H.R. 1970. As

Many service-disabled veterans face challenges when
transitioning to civilian life, particularly in securing stable and
meaningful employment. Despite possessing valuable skills and
experiences gained through military service, these individuals often
encounter barriers such as personal qualification requirements and a
lack of opportunities that align with their expertise.
H.R. 1242, the Hire Veterans Act, would address these
challenges by creating a 5-year pilot program which would dedicate a
pathway for service-disabled veterans to access employment within
federal land management agencies. It would recognize the unique strengths
and skill sets service-disabled veterans bring to the workforce that
align with the needs of the National Park, Wildlife and Fish
agencies.
We support H.R. 1242, the Hire Veterans Act in
accordance with DAV Resolution No. 238, which supports identifying,
reducing and removing barriers to a service-disabled veteran’s
employment.
Please contact your representative and urge them to
cosponsor and support this important legislation. Thank you for your

Expand Work to Prevent Sex Assaults and Suicides

WASHINGTON — Personnel
cuts across the Defense Department will delay plans to hire at least 1,000
more civilians to help prevent
sexual assault, suicides and behavior problems within the
military, senior defense officials said. But they insist that
crucial programs aimed at addressing sexual misconduct and providing help
for victims are so far not affected.
The officials told The
Associated Press that plans to have about 2,500
personnel in place to do this prevention work throughout
the military services, combatant commands, ships and bases by fiscal year
2028 have been slowed due to the hiring freeze and cuts.
But they said they are
looking to spread out the roughly 1,400 people they have been able to hire
to date and try to fill gaps as best they can until the additional staff
can be hired.
The officials spoke on
condition of anonymity to discuss personnel decisions. Spurred by pressure
for budget and staff cuts, they said they are looking for efficiencies to
ensure this prevention workforce is the right size and that tax dollars are
being spent well.
Their comments come as two
senators have written to Pentagon leaders expressing deep concerns that
sexual assault prevention and response programs may be targeted for cuts or
elimination.
In a letter to Defense Secretary Pete Hegseth and
the leaders of the military services, Sens. Kirsten Gillibrand, D-N.Y., and
Lisa Murkowski, R-Alaska, said they worry about the "mere possibility
of significant alterations or termination” of programs addressing sexual
assaults and harassment.
They urged Hegseth to
ensure that victims of such misconduct will be supported, offenders held
accountable and no changes will be made to reduce the Defense Department’s
services.
“Even minor reductions risk
compromising decades of progress toward ending sexual abuse and harassment
in the Department,” the senators said in the letter obtained by The AP.
“Prompt action is essential to reinforcing victims’ belief in the words of
their leadership.”
The two lawmakers have long
fought for improved programs to address sexual assault in the military and
more aggressive prosecution of assailants.
Budget and personnel cuts
ordered by the Trump administration and billionaire ally Elon Musk's Department of
Government Efficiency have slashed thousands of jobs across
the government workforce and services.
The defense officials
acknowledged that hiring delays will hurt efforts aimed at a wider array of
problems, ranging from suicides to abusive behavior and other bad conduct.
Plans for a prevention
workforce to address that broader spectrum of issues began in 2022, when
sexual assaults and suicides were spiking. Officials concluded that they
needed a more integrated effort to work with service members who were
experiencing pressures tied to work, deployment, home, money and more that
could lead to violence.
The defense officials also
said that military programs to combat sexual assault were part of a recent
wider Pentagon program review to make sure that federal regulations were
updated to include the changes made in the past several years. Those
included changes to sexual assault prosecutions so that decisions are made
by independent prosecutors.
In a statement, the
Pentagon noted that the regulations creating the sexual assault and
prevention officers were reviewed to ensure they complied with new
government efficiency guidance. It said all of the sexual assault-related
policies remain in effect.
“The Department remains
committed to the Sexual Assault Prevention and Response Program’s goals of
providing service members with recovery assistance, ensuring that offenders
are held accountable, and ensuring mission readiness," the statement
said.
One of the defense
officials said that because the military services have taken different
approaches to how they staff the new prevention workforce, they may see
gaps in different places. For example, in some cases, leaders began
building staff by geographic region. Slowing the hiring, said the official,
will mean that some regions will have gaps or fewer staff than planned.
As a result, the department
will try to fill some of those holes in whatever ways possible, including
shifting personnel to cover regions not yet fully staffed by the services.
Heads-up!! I
placed a call to the Main VA Information Line (24/7) number at 877-327-2411
to complain about mileage reimbursement “partial payments” and called my
senator and congresswoman in Washington. Since January, 2025, I have
received several letters saying I would only be partially reimbursed for my
mileage for various VA appointments. Had rarely/never received them in
many, many years. Their argument’s there is service available closer.
One was for blood work
ordered by my primary at VA Coatesville and the next one took the
prize---it was for my semi-annual meeting with my primary after the
bloodwork the following week. I am AO, diabetic, on numerous meds, etc.
When I called the person
responsible at the VA Coatesville---she said in a return call “get another
doctor” I followed their “chain of command” and after one month and a false
promise to get back to me, I even called the supervisor over them, with no
response.
My problem is that the VA
tells us who we see (unless you are offered a choice) and where to go for
our appointments. If they have a closer site, let us know and schedule us
there. I do not carry a map of where the closest dermatology, podiatrist,
dentist, GI, cardiology, sites are, nor should I. The VA is our care
provider.
If I choose a further site,
that is understandable to only get mileage to there, but not when I don’t.
Sending this, because we need
to stop taking this crap and fight back. We only get 34 cents per mile
while state and federal employees get much more.
Update: On Wednesday,
4/30/25, I received a phone call from the VA Coatesville (only waited 5
weeks for the call). Was told that due to their recent audits, they have
been following the issue that led to my concern.
Told her I wanted a letter
from their office stating this and I would use it with my complaint
addressed to my Congresswoman and Senators.

the PA State Veterans Commission (SVC). The next 3 paragraphs and listing
of member organizations are from the SVC’s site.
“Pennsylvania's
more than 700,000 veterans and their families deserve the best possible
support in gratitude for their service and sacrifice. To help assure the
necessary support is provided, the Pennsylvania Department of Military and
Veterans Affairs (DMVA) oversees the Pennsylvania State Veterans
Commission.”
“The
commission is tasked with advising the adjutant general and the department
on all matters pertaining to the status, welfare, benefits, employment and
support of veterans and veterans' programs in this commonwealth. It
meets regularly to consider, among other things, pending legislation at the
federal and state levels that is of interest to veterans.”
“The State
Veterans Commission consists of representatives from organizations
throughout the commonwealth that are working one-on-one with our veterans
in our communities and have the greatest understanding of veterans'
needs.”
Hmmmm---do they really fulfill some of their
responsibilities??? When was the last time you heard anything from these
organizations about legislation at the state or federal levels?? Afterall,
they have the “greatest understanding of veterans’ needs”.
I have written to them twice
with no response regarding the questions I asked. Guess us peons are not
high enough on the importance chain to merit a response! There may be a few
of the organizations listed below that actually do communicate down the
chain to chapters/members, but I know at least a few of these organizations
do not!
Most of our organizations at
the state level either don’t care or just remain in making sure membership
is actually enlightened on the legislation (at the state and federal
levels) they supposedly discuss. I know from personal experience some of
our state organizations give legislation the briefest of time, if any. Told
personally to keep this info very brief (under a couple minutes). Is that
just to say they had a discussion??
Legislation is a very
important item that could affect many or all of us and our families and is
not taken seriously enough. If you ask the national HQ’s why we can’t share
info at the national conferences---most will tell you, they expect their
state officers to do just that. REALLY???
Still have not heard
from our State DAV as well. June is the Conference, so I guess the only
time you get info from them (once a year) is at the Conference. Too busy to
communicate with us lowly members! Hmmm!
If you care about officers
actually doing their jobs----let them know. Communication is
important----but it actually needs to filter up and down the commands.

We have a lot of veterans who like
to know what their veteran organizations at the National and State levels
are doing to help veterans and their families, YET, very few actually do
this (remember my admonishing of the PA State DAV twice in my past
bulletins???-STILL NOTHING from them! They all want our $$$ and to increase
membership, but what are they doing with actual and potential issues
affecting us?? COMMUNICATION is a 2-way street to be effective!
Speak up and voice your opinion,
or they will continue doing what they have been doing---very little, or,
nothing regarding communicating with us!
PA Women Veterans: Register
Now for Capitol Ceremony Honoring Your Service
Pennsylvania women who served in the armed
forces have until May 9 to register for a state Capitol ceremony honoring
their service on Tuesday, June 10. A virtual display will also be available
online and will go live on June 9.
The event will recognize the courage and
dedication of Pennsylvania’s women veterans from World War II to the
present. Women veterans from all branches of the military are encouraged to
attend and take part.
The first Women Veterans Day Capitol
exhibit took place in 2023, after passage of legislation observing Women
Veterans Day in Pennsylvania annually on June 12. New participants are
encouraged to share their service stories by completing the required
submission form. Veterans featured in last year’s display who wish to
participate again may simply update their previous submission.
How to Locate Lost Military
Documents
A veteran’s DD214 is a vital document when
it comes to receiving the benefits they deserve. It provides the member and
the branch of service with a concise record of a period of time with the
armed forces at the time of the member’s separation, discharge or change in
military status.
Veterans discharged from 2010 and after can
access their own digital records by setting up an account through the VA
e-Benefits portal. Veterans who were discharged before then may complete
the Standard
Form 180,
which includes mailing instructions on the last page. They may also visit
the National Archives and Records Administration site to submit a signed
form electronically.

Leading post 9/11 Veterans Organizations
The leading, community-based, post 9/11 Veterans Organizations
are Student Veterans of America (SVA), Team Red, White and Blue (TRWB),
Mission Continues, Wounded Warrior Project (WWP), and Team Rubicon. These
national veterans’ organizations are different from the traditional
veteran’s service organizations (VSOs) in that they focus more on local
engagement and community-based programs. They also don’t have a large DC
presence and rely heavily on regional paid staff and volunteers to operate
their programs/ chapters.
Student Veterans of America: focus is higher education. They
help transitioning service members and veterans make informed educational
decisions about college/ GI Bill, provide support to veterans in college
through 1,000+ on-campus chapters, and assist veterans seeking employment
after college. A list of SVA’s chapters can be found here. Their chapters
are located on college campuses and many local leaders’ turnover annually
because they are students.
Team RWB: focus is local, consistent
community engagement and physical fitness. They connect veterans to their
community through physical fitness events, community service projects, and
social activities in over 140 communities. They use a regional model with
full time staff throughout the country managing their chapters. They are
very effective at engaging veterans in their communities. A list of Team
RWB chapters can be found here.
Mission Continues: focus is community
service projects. They empower veterans who are adjusting to life at home
to find purpose through community impact that is focused around community
service projects. They use a regional model with full time staff in larger
cities throughout the country. Members join one of 40+ “service platoons”
to do community projects, gaining skills and building relationships. A list
of their platoons can be found here.
Wounded Warrior Project: focus is
supporting wounded veterans. They provide opportunities for wounded
veterans to improve their lives through various physical and mental health
programs. They raised nearly $400 million last year and helped fund some of
the other organizations. They are rebuilding their brand since the recent
scandal and VA works with them. They have more paid staff than any other
group. A list of their offices and locations can be found here. Team
Rubicon: focus is disaster response. They leverage the skills and
experience of veterans and first responders to help communities in need.
They are HQ centric organization with many of their employees in their LA
office. While not responding to disasters, they host training and community
improvement events. Their paid staff is aligned to the FEMA district model.

Other notable post 9/11 organizations: Iraq and Afghanistan
Veterans of America: focus is advocating and
empowering veterans. They are an outspoken critic of VA but also partner
with VA on mutual interests. A majority of their staff is in DC, NYC, and
California. They facilitate local “Vet Togethers” for veterans to meet one
another. Sizeable membership distribution list but not organized at the
community level.
Got Your 6: focus is public
relations. GY6 is a campaign that unites nonprofit, Hollywood, and
government partners. They portray veterans in a positive way and as civic
assets that help our nation and communities. Other than Storytellers, they
don’t execute any local programs. However, they lead a coalition of other
veteran organizations.
