SB 744 - An Act amending Title 51 (Military Affairs) of the
Pennsylvania Consolidated Statutes, in disabled veterans' real estate tax
exemption, further providing for exemption.
Currently, under the Disabled Veterans’ Real Estate Tax Exemption
Program, Veterans who have a 100% disability rating from the US Veterans
Administration are exempt from paying any real estate taxes on their primary
home if they meet other program requirements such as need. This is wonderful
and has helped many veterans in our state who need and deserve our help. The problem is that if you are a 90% disabled
veteran, you get no exemption whatsoever. It’s either all or nothing. This
seems unfair. It seems that your real estate tax exemption should be
commensurate with your level of disability.
This legislation would provide a pro-rata exemption on a disabled
veterans’ real estate taxes based on the rating given to them by the VA. So if,
for example the VA considers you 50% disabled, you will get a 50% reduction on
your property tax obligation. This will provide some relief for the many
veterans who do not have a 100% rating but that are nonetheless somewhat
impaired in their ability to earn a living and in need of some property tax

SB 745 - An Act amending the act of February 9, 1999 (P.L.1,
No.1), known as the Capital Facilities Debt Enabling Act, in capital
facilities, further providing for definitions and for appropriation for and
limitation on redevelopment assistance capital projects. This legislation is
designed to ensure the availability of veterans housing within
Pennsylvania. This proposal will
authorize projects that will create housing units for our veterans’ population
as eligible for redevelopment assistance capital project funds. In addition to
making such projects eligible for funding, this bill will use a minimum of
$25,000,000 (up from $20,000,000 in SB 1134) of the current available
$50,000,000 allocation toward the construction of housing units specifically to
house homeless veterans or veterans in need within this Commonwealth. On any given night, approximately 1,500 veterans
within this Commonwealth are homeless.
That figure does not include those veterans who are imminent danger of
becoming homeless. The U.S. Department
of Veterans Affairs has initiated a campaign to end veterans’ homelessness
nationwide by 2015. Earmarking RACP
funds for veterans’ housing will help us achieve the goal of reducing, and
eventually eliminating, veterans’ homelessness in Pennsylvania Last

SB 747 - An Act amending the act of March 20, 2002 (P.L.154,
No.13), known as the Medical Care Availability and Reduction of Error (Mcare)
Act, further providing for punitive damages; providing for punitive damages
study; and imposing duties on the Insurance Commissioner. The legislation will
require the Insurance Commissioner to study the amount of punitive damages paid
by the following in the last 10 years; 1) physicians 2) long-term care nursing
facilities licensed by the Department of Health and 3) personal care homes
licensed by the Department of Human Services in the Commonwealth. State
agencies shall cooperate with the Commissioner as necessary to obtain this
information. The Commissioner shall
complete the study within one year of the effective date of the act. The study would be submitted to the Chairman

SB 996 - An Act amending Title 51
(Military Affairs) of the Pennsylvania Consolidated Statutes, in disabled
veterans' real estate tax exemption, further providing for definitions and for
duty of commission. This legislation
would amend the law and add a definition of “income” that mirrors the
definition in the Senior Citizen Property Tax and Rent Rebate Act. Under current regulations for the Disabled
Veterans Real Estate Tax Exemption program, “income” is defined as all income,
including 100% of social security income and railroad retirement benefits. This bill would exempt 50% of social security
income and railroad retirement benefits and be consistent with the Senior
Citizens Property Tax and Rent Rebate Act.
This change will potentially increase eligibility for the tax exemption
among the disabled veteran population.
In addition, this legislation will remove the language that creates a
“rebuttable presumption” of need if the applicant makes less than $75,000
annually and provide that applicants with less than $75,000 in annual income
shall be deemed to be in need and receive the exemption. The rebuttable presumption contained in
current law will continue to apply to those making over $75,000 per year. This legislation is aimed at providing
property tax exemption to an expanded population of veterans who honorably
served our country and have incurred significant and permanent disability as a
result of their military service, and are suffering financial hardship. Last

SB 1013 - An Act amending Title
51 (Military Affairs) of the Pennsylvania Consolidated Statutes, providing for
voluntary veterans' preference in private employment. This bill would allow a private employer to
adopt and apply a veterans’ employment policy which would need to: be in
writing, include a statement an employer has and applies a preference in a job
posting, be provided to an applicant upon hire and all employees annually; and
be applied uniformly. The bill would
exempt an employer who has adopted and applies a policy in compliance with the
act from violations of State and Local equal employment opportunities law. For purposes of this act, a veteran would
include surviving spouses and a spouse of a disabled veteran. This bill would leave the decision whether or
not to adopt a policy solely up to an employer.
There would be no mandate on an employer to have a veterans’
preference. Allowing private employers
to adopt a veterans’ preference has been signed into law in a number of states
including: California, Florida, Georgia, Kentucky, and Oklahoma. Last

SB 1025 - An Act amending the act
of April 9, 1929 (P.L.177, No.175), known as The Administrative Code of 1929,
establishing the Office of State Inspector General. Currently, the Inspector General is a
cabinet-level official who is appointed by, and reports to, the Governor. Pennsylvania is among a small minority of
states that does not have a separate statute providing for the appointment,
term and duties of the Inspector General.
Currently, the office only exists if the Governor wishes it to continue
by Executive Order. This legislation
would create, by law, this important post and provide that the Inspector
General be nominated by the Governor and confirmed by two-thirds of the
Senate. Under this bill, the Inspector
General would serve a term of 6 years and could serve no more than 2 terms. The goal is to create this office in a manner
that will allow our Inspector General to work independently from the influence
of any one Governor, who now can unilaterally direct the detection of waste,

SB 1039 - A Joint Resolution
proposing an amendment to the Constitution of the Commonwealth of Pennsylvania,
further providing for exemptions and special provisions. Would expand the Property Tax Exemption
Program for Disabled Veterans.
Currently, an honorably discharged disabled veteran must be 100 percent
disabled and have a financial need to receive a 100 percent exemption from
property taxes. This Constitutional
Amendment would exempt additional honorably discharged disabled veterans from
paying a portion of their property taxes.
The amount of the tax exemption would depend on the extent of the
veteran’s disability, as determined by the U.S. Department of Veterans
Affairs. If a veteran is determined to
be 100 percent disabled, he or she would be exempt from paying property taxes;
a veteran considered 75 percent disabled, would be exempt from paying 75
percent of his or her property taxes. A
fifty percent disability would be the threshold. Additionally, all veterans - whether 50
percent or 100 percent disabled - would still have to qualify based on their
