Media Release: A Way Out: Abolishing Death By Incarceration in Pennsylvania.  New Data: Philadelphia and Pennsylvania Lead the Nation and World in Life Without Parole Sentences.  Comprehensive Study Shows that Life Without Parole Sentences in Pennsylvania are Imposed on the Young with Alarming Racial Disparities

On October 27, 2018, Governor Wolf signed Senate Bill 915, now Act 146 of 2018, into law. Act 146 changed the Post-Conviction Relief Act (PCRA) in three important ways which serve to make it more fair.

PA SB 293; Regular Session 2017-2018 - An Act amending Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes, in criminal homicide, further providing for the offense of murder.  Passage into law seen as needed as a primary means of ending LWOP (Life Without Parole) under the current second degree “felony” law.  Last action: Referred to JUDICIARY, Feb. 6, 2017 [Senate].

PA SB 942; Regular Session 2017-2018 - An Act amending Titles 18 (Crimes and Offenses), 42 (Judiciary and Judicial Procedure) and 61 (Prisons and Parole) of the Pennsylvania Consolidated Statutes, in authorized disposition of offenders, further providing for sentence of persons under the age of 18 for murder, murder of an unborn child and murder of a law enforcement officer; in sentencing, further providing for sentences for second and subsequent offenses; and, in probation and parole, further providing for parole power.  Would end LWOP (life without parole) in PA by establishing parole eligibility for all those serving DBI (death by incarceration) after 15 years of incarceration.  (Companion bill: HB 135.) Last action: PN 1304 Referred to JUDICIARY, Oct. 31, 2017. (Remarks see Senate Journal Page 369), April 24, 2018.

Perspectives in Military History Lecture: Smashing Hitler's Panzers

Women's History Month Event at the US Army Heritage & Education Center on Thursday, 21 March 2019 at 1200 in the VEC Multipurpose Rooms
Pennsylvania is kind of famous for its "firsts." First hospital in America, the first World Series Game, and the first successful oil well.  But only one woman has ever been the first Army National Guard Aviator, the first female Maneuver Brigade Commander in the U.S. Army, and the first female Adjutant General of the Pennsylvania National Guard.  The U.S. Army Heritage and Education Center is pleased to host Major General (Retired) Jessica Wright as our speaker on Thursday, March 21st at 12:00 PM in recognition of Women's History Month.
Jessica Wright began her military career as an enlisted Soldier in the Pennsylvania Army National Guard in 1975, but shortly after enlisting she was commissioned as an officer candidate in the Women's Army Corps Officer/Orientation Candidate School at Fort McClellan, Alabama. She attended the Officers Rotary Wing Aviator Course at Fort Rucker, Alabama where, upon graduation, she became the Army National Guard's first female aviator. She was also the first female to qualify on both the CH47 and CH54 helicopters.
In 2010, MG Wright was appointed as Under Secretary of Defense for Personnel and Readiness by President Obama and served in that position until her retirement from government service in 2015.
Join the USAHEC, as we celebrate Women's History Month with MG (Ret.) Jessica Wright and learn about her life experience as a female officer! The event begins at 12:00 noon on Thursday, March 21, 2019 in the Visitor and Education Center's Multipurpose Room. The lecture is open to the public, and free to attend. This is a brown-bag lecture and guests are welcome to bring their lunch!
