with Alarming Racial Disparities
On October 27, 2018, Governor Wolf signed Senate Bill
915, now Act 146 of 2018, into law. Act 146 changed the Post-Conviction Relief
Act (PCRA) in three important ways which serve to make it more fair.
PA SB 293; Regular Session 2017-2018 - An Act amending
Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes, in
criminal homicide, further providing for the offense of murder. Passage into law seen as needed as a primary
means of ending LWOP (Life Without Parole) under the current second degree
“felony” law. Last action:

PA SB 942; Regular Session 2017-2018 - An Act amending
Titles 18 (Crimes and Offenses), 42 (Judiciary and Judicial Procedure) and 61
(Prisons and Parole) of the Pennsylvania Consolidated Statutes, in authorized
disposition of offenders, further providing for sentence of persons under the
age of 18 for murder, murder of an unborn child and murder of a law enforcement
officer; in sentencing, further providing for sentences for second and
subsequent offenses; and, in probation and parole, further providing for parole
power. Would end LWOP (life without
parole) in PA by establishing parole eligibility for all those serving DBI
(death by incarceration) after 15 years of incarceration. (Companion bill: HB 135.) Last action:
