WASHINGTON — The generational effects of chemical warfare agents and other hazardous materials on the descendants of service members would be evaluated under a bill to fund $15 million in research on birth defects identified in the children and grandchildren of toxic-exposed veterans.

The Molly R. Loomis Research for Descendants of Toxic Exposed Veterans Act would commission multiple studies that look at the connections between toxic exposures of service members in combat zones and severe disabilities that were later diagnosed in their descendants. The bill is included in two separate appropriations bills for the Defense

Department and the Interior Department that have advanced in the Senate. House lawmakers have not offered a companion bill.

Sen. Jon Tester, D-Mont., chairman of the Senate Appropriations Committee’s subpanel on defense, and Sen. Marco Rubio, R-Fla., co-sponsored the research legislation, which would fund multiple studies by federal agencies and nonprofit organizations. “While there has been some research on the link between birth defects and generational exposure to toxins and chemicals, there has yet to be comprehensive, government-led studies into the effects of toxic exposure on descendants of toxic-exposed veterans,” according to a statement from Tester’s office.

The funds would support the Toxic Exposures Research Program and build knowledge on the generational impact of chemical exposures on military members and their descendants, according to Tester, who also is chairman of the Senate Veterans’ Affairs Committee. “This bill aims to empower the toxic exposures research group to conduct more vital research related to toxic exposure,” Rubio said. The legislation is named after the daughter of a Vietnam-era Navy veteran exposed to Agent Orange during military service aboard the USS Ogden, an amphibious transport dock ship. Molly Loomis, whose father was exposed to Agent Orange during military service in Vietnam, was born with spina bifida, a condition where the spine does not develop properly during fetal development.

The birth defect has been identified in descendants of Vietnam War veterans exposed to the herbicide. (Molly Loomis) Molly Loomis of Bozeman, Mont., was born with spina bifida, a presumptive disability that has been diagnosed in the biological children of Vietnam War veterans. Spina bifida is a condition where the spine and spinal cord do not grow properly during pregnancy.

Her father, Richard Loomis, died in 2013 from bladder cancer, which was presumed to be connected to his exposure to Agent Orange, according to the family. “I try putting myself in my dad’s shoes and how it might feel to face toxic exposure to health issues. But then to learn your exposure could have resulted in the birth defects, disabilities, even shortened life spans of your own children, perhaps grandchildren, too — I don’t think I can fully imagine the nightmare of that,” Loomis said. “Not everyone chooses to protect their country, but I’d say everyone wants to protect their children.”

Service members exposed to toxic substances are more likely than the general population to develop rare cancers, heart conditions and chronic lung conditions, according to the legislation.

Descendants of toxic-exposed service members also can experience lifelong medical conditions related to their parents’ or grandparents’ exposure to toxic substances, the legislation said.

Mokie Porter, communications director for the advocacy group Vietnam Veterans of America, described the legislation as another mechanism for funding an area that historically has been overlooked in research by the Department of Veterans Affairs. “Before these Vietnam veterans pass on, they want to ensure their children are taken care of. The children and grandchildren of toxic-exposed veterans have health conditions that have not been fully addressed,” Porter said.

“Most of the evidence linking exposure to birth defects is anecdotal because the research isn’t being done.”

Porter said new research dollars also would enable studies to be done outside the VA, including universities, medical centers and other nonprofit organizations with a background in studying birth defects and chemical exposures. The VA presumes spina bifida in biological children of certain Vietnam-era veterans who were exposed to Agent Orange and other herbicides was caused by military service.

People with spina bifida can have paralysis and require extensive surgeries and medical care.

But Porter said while spina bifida is the most recognized birth defect associated with military chemical exposure; the link is still considered limited for lack of scientific evidence.

A previous bill — the Toxic Exposure Research Act — that Congress adopted in 2016 had authorized research into birth defects associated with chemical exposures during military service. But the VA has refused to act on it, said Jack McManus, an Air Force veteran and president of the Vietnam Veterans Association of America. The VA determined research was not feasible because it would focus on the descendants and not the veterans themselves, he said.

McManus, a former sergeant who served from 1965-1969, said he was a crew member on planes that sprayed herbicides in Vietnam and has experienced multiple health effects, including several types of cancer, neuropathy and diabetes. He does not have children. The new legislation would require an interagency group on toxic exposures to work to raise awareness about associations between toxic exposures and birth defects, McManus said. The bill also would require research and current treatments for serious health conditions identified in the descendants of toxic-exposed veterans to be published on a dedicated website. The interagency group was established two years ago under the Sergeant First Class Heath

Robinson Honoring our Promise to Address Comprehensive Toxics Act, or PACT Act. The PACT Act awards disability benefits for veterans with diseases and injuries that are presumed to be linked to toxic exposures during military service, including from burn pits, radiation and other hazardous materials.

After January 31, 2025, you won’t be able to sign in to VA websites or apps with a My HealtheVet user ID and password. I began the process of this new/required “simpler” process yesterday and spent ½ hour trying to do more than get a new password, etc. This system requires a valid picture. I am now waiting for someone to call me back who helps veterans at Coatesville VA complete this process. Apparently, some employees also have difficulty navigating this “simpler” system. Do not wait until the last minute to start if you use myhealthevet.

I have also inquired about our VA medical cards since the back of mine had the VA had to be contacted within 24 hours (you have 72 hours), if going to an E.R., which is incorrect and they did not have the number at the VA to call.

The number to call is 844-724-7842. Note---the emergency care provider “should” report the treatment using the VA Emergency Care Report portal, or by calling 844-724-7842. My advice---DON’T TRUST ANYONE to call the VA, but you!

UPDATE: “Any veteran who has a Veterans Health ID Card (VHC) that is going to expire or has an outdated card, please have them reach out to the Eligibility & Enrollment Office for renewal.  For Coatesville, it is in Building 1, first floor (room 121). I was invited to (and attended) a Military Sexual Trauma (MST) session at the Capitol in D.C. on September 25, 2024 as a special guest of Congresswoman Houlahan and Kristen Meyers (Defense Fellow). About 3 months earlier I had called and spoke to Kristen about trying to get an Annual Military Sexual Trauma Awareness Day like we have for Vietnam Veterans, Agent Orange, PTSD, etc.

Thanks to Kristen and Congresswoman Houlahan---there is now H.Res.1510 expressing support for “Military Sexual Trauma Awareness Day.” In the House Committee on Armed Services and also in the Committee on Veterans’ Affairs! Still needs to get through the 2 Committees and the full House---We can make a difference, if we reach the right people AND---we care enough to fight!

During the 1&1/2-hour session, we talked about how to improve public awareness, issues affecting MST victims, their families, workplace, etc. We also discussed the increased homelessness and suicide rates for MST victims, especially women veterans. Also, talked about the effect on recruitment, saw a short film which will soon be released about MST.

Met many professional people from various groups, 4 Congresswomen, Office of Special Trial Counsel for the Army, The Wounded Warrior Project, Disabled American Veterans, Dr. Jenny D’Olympia, Maura Axelrod, Kirsten Walsh, PhD, Marilyn Kelly-Cavotta, MSW Naomi Mathis, and Sarah Klimm, Legislative Policy Analyst for Minority Veterans of America. Special Kudos to Sarah Klimm for beating me to LinkedIn and posting a really nice informational bit about our session and providing the names you see here.

I am extremely grateful to Kristen Meyers and Congresswoman Houlahan for allowing me to attend and in doing so, meeting other interested parties on this issue.

Much more work needs done at the County offices in PA, other states, our veteran organizations, DMVA, Governor, and our PA House and Senate educating the public about how MST affects our children, grandchildren, families, etc. So many misconceptions or ignorance of this insidious and needless trauma, often resulting in homelessness, suicide or family break up---like PTSD did to so many of us affected by it!

Sometimes-----politics needs to be discussed or you can hide under a rock and nothing changes!!

Many of us have either failed to realize we had hearing issues or neglected the issue. Until my wife suggested I see an audiologist, I never thought I had an issue. After the exam, I proudly told the audiologist that I was able to hear all the sounds and knew I did well. NOT EXACTLY----she told me I heard the upper levels of sound but did poorly in the other levels and needed hearing aids. BOOM—I was wrong.

The U.S. Department of Veterans Affairs (VA) has announced a scientific assessment to determine the potential link between per- and polyfluoroalkyl substances (PFAS) exposure during military service and the risk of kidney cancer among Veterans. This crucial review, enacted under the PACT Act, aims to evaluate whether kidney cancer should be considered a presumptive service-connected condition for Veterans who may have been exposed to PFAS during their military careers.

PFAS, a class of over 12,000 chemicals, has been widely used in military settings since the early 1970s, primarily in firefighting foams. The chemicals are known for their persistence in the environment and potential health risks, including cancer, immune system suppression, and developmental effects. PFAS exposure has been linked to various forms of cancer, including kidney, testicular, and bladder cancers, leading to growing concerns about the long-term health implications for military service members and their families.

The VA's assessment will follow the guidance of the National Academies of Sciences, Engineering, and Medicine, considering available peer-reviewed literature, veteran claims data, and other critical information. The goal is to evaluate whether kidney cancer should be categorized as a presumptive condition for PFAS-exposed Veterans, making it easier for these individuals to receive benefits without needing to prove direct causation between their service and illness.

Understanding PFAS Exposure in Military Settings

Military personnel have been exposed to PFAS for decades, particularly through Aqueous Film-Forming Foam (AFFF), a firefighting foam used extensively at military bases to combat fuel fires. PFAS contamination has been detected in the soil and groundwater around numerous military installations, including those in the U.S. and overseas. The chemicals seep into drinking water sources, posing health risks to service members and nearby civilian populations.

Studies indicate that military service members may experience significantly higher exposure levels than the general population, particularly those who worked in firefighting roles or were stationed at heavily contaminated bases. Communities near military installations have also faced elevated risks, with Veterans and their families unknowingly drinking PFAS-contaminated water for years.

One of the most well-documented cases of PFAS exposure is at Marine Corps Base Camp Lejeune, where water contamination from the 1950s to the 1980s exposed thousands of Veterans and their families to harmful chemicals. This exposure has been linked to various cancers and chronic health conditions. The Camp Lejeune case paved the way for a greater understanding of PFAS-related health risks, emphasizing the need for more comprehensive investigations.

While at the Capitol in Washington D.C. on September 25th for a Military Sexual Trauma session, I encountered a group fighting for Ukraine support. A young Marine (anyone is young compared to me at 75) came up and said Semper Fi. I saw he had a patch over his left eye and asked him if he was injured in service to our country and getting benefits. He said no, he lost his eye in Ukraine, helping them fight for their freedom and not eligible for benefits. Thought I’d share that with you before signing off. Some of us continue to fight in various ways!
