The last update to this blog was posted on July 14, 2024, exactly a month ago.

This update captures the high points of what has happened in the past month. 

 

My health remains pretty good, overall.  However, I need to get a procedure done with my vocal cords that may prevent fluid from getting into my lungs.

The war of resistance by Ukraine against the Russian invasion about 31 months ago continues.  It appears that when hostilities end, Ukraine will become a member of NATO.  Russian losses seem to be significantly higher than Ukranian losses.  Millions of refugees have resulted from the war.  Now, Ukraine is taking the fight across the border into Russian territory, presumably to incentivize Russia to get its troops out of Ukraine.

 

The world is in a great struggle to determine if the dominant form of government will be authoritarianism or democracy.  Even here in the United States, long known as the world’s beacon of democracy, there is a question about whether democracy can survive without another civil war.  It must be noted that democracy is not a spectator sport; rather, one must participate in the democratic process by supporting your preferred candidates and legislative initiatives and voting in every election.   

 

Let’s remember that two obvious existential threats faced by humanity are climate change and nuclear holocaust.

 

We must continue to resist tyranny, fascism, authoritarianism, racism, sexism, misogyny, xenophobia, ageism, etc.  The three impurities of life are avarice, anger, and ignorance.  What others need from us is respect, kindness, and love.  The more respect, kindness, and love that we give to others, the more respect, kindness, and love we get in our lives and the better we feel about ourselves.  The 8 billion human beings on planet earth need to cooperate more with each other and compete less with each other.  We all need to learn how to equitably and sustainably share the resources of the earth with each other and with all other species on planet earth.

This bill expands eligibility for Department of Veterans Affairs (VA) reimbursement of emergency treatment for veterans who are treated in a non-VA facility. Specifically, the bill waives the requirement that a veteran must have received VA care within the 24-month period preceding the furnishing of emergency treatment if the veteran receives such emergency treatment within the 60-day period following their enrollment in the VA health care system.  Additionally, the bill extends through December 28, 2031, higher rates for certain loan fees under the VA home loan program.

H.R.1182 - Veterans Serving Veterans Act of 2023.  This bill updates the Department of Veterans Affairs (VA) current recruiting database by requiring the VA to maintain a single searchable database to be known as the Departments of Defense and Veterans Affairs Recruitment Database.  With respect to vacant positions for critical jobs or mental health professionals, the database must list (1) the military occupational specialty or skill that corresponds to the position, and (2) each qualified member of the Armed Forces who may be recruited to fill the position before such qualified member has been discharged and released from active duty. Qualified members of the Armed Forces are those service members who (1) are being separated or recently separated from active duty, (2) elect to be listed in the database, and (3) have been determined by the VA to have a military occupational specialty.  The database must list the following for each qualified member of the Armed Forces: name, contact information, expected discharge date, and military occupational specialty.  The VA must implement direct hiring and appointment procedures for vacant database positions and may authorize relocation bonuses.  The bill also requires the VA to train and certify veterans who served as basic health care technicians in the Armed Forces to work as VA intermediate care technicians.02/24/2023 - Referred to the House Committee on Veterans' Affairs.

The program must furnish doula services through eligible entities by expanding the VA's Whole Health model to measure the impact that doula support services have on birth and mental health outcomes of pregnant veterans. H.R.6362 - Protecting Benefits for Disabled Veterans Act of 2023.  This bill provides statutory authority for the Department of Veterans Affairs (VA) to assign, for purposes of the disability compensation program, a disability rating of total to a veteran who meets certain parameters and is unable to secure or maintain substantially gainful employment due to a service-connected disability.  Specifically, the VA may make such a disability determination if a veteran has a service-connected disability rated at least 60%, or has two or more service-connected disabilities with one being at least 40% and a combined total of at least 70%. It also establishes civil and criminal penalties for violations under the bill.  Specifically, the Department of Commerce must identify, deter, disrupt, prevent, prohibit, investigate, and mitigate transactions involving ICT products and services (1) in which any foreign adversary has any interest, and (2) that pose an undue or unacceptable risk to U.S. national security or the safety of U.S. persons.  Additionally, Commerce must identify and refer to the President any covered holding (e.g., stock or security) that poses an undue or unacceptable risk to U.S. national security or the security and safety of U.S. persons. If the President determines that the holding poses such a risk, the President may compel divestment of or otherwise mitigate the risk associated with the holding.  Commerce may (1) designate any foreign government or regime as a foreign adversary upon a determination that the foreign government or regime is engaged in a long-term pattern or serious instances of conduct significantly adverse to U.S. national security or the security and safety of U.S. persons, and (2) remove such a designation. I hope this newsletter reaches you in good health and staying out of the heat/humidity—as much as possible!

S.B. 194 has not been signed by our Governor. This is the bill to stop demanding 100% T&P disabled veterans report their disability income for the purpose of getting tax exemption. Currently sitting in the House Finance Committee since June 7th, 2024. I believe after a few conversations; the fact that budget meetings ran about 2 weeks into the summer break and that meetings do not start again until September is the cause. I feel fairly confident this will get done. Several of us are keeping our eyes on this bill.

VA Begins Transition to Simpler Online Sign-In Experience for Veterans' Account Access:

VA has announced plans to start transitioning veterans over the next year to a more modern, streamlined online login process to access benefits and health care services. This step is part of VA's effort to safeguard and protect veteran data and that of their beneficiaries.

Note: We're moving to a simpler and more modern sign-in experience. We'll remove the My HealtheVet option after January 31, 2025, and the DS Logon option after September 30, 2025.

·         Why this matters to you

·         We’re moving to a simpler, more modern sign-in experience with 2 secure sign-in account options (Login.gov and ID.me). After January 31, 2025, you won’t be able to sign in to VA websites or apps with a My HealtheVet user ID and password. After September 30, 2025, you won’t be able to sign in with a DS Logon username and password.

I began the process of this new/required “simpler” process yesterday and spent ½ hour trying to do more than get a new password, etc. This system requires a valid picture. I am now waiting for someone to call me back who helps veterans at Coatesville VA complete this process. Apparently, some employees also have difficulty navigating this “simpler” system. Do not wait until the last minute to start if you use myhealthevet.

I will update you next month on this system.

Honorably discharged veterans of the Korean War are eligible to receive the Republic of Korea - Ambassador for Peace Medal. Included with the medal is a certificate of gratitude from the South Korean government. How to report the death of a Veteran

Calling is the fastest way to report a Veteran’s death so VA will stop benefit payments, but there are other options available for reporting.

Options for reporting:

  • By Phone: Call VA 800-827-1000 (TTY: 711) and select 5. Agents are available Monday through Friday, 8:00 a.m. to 9:00 p.m. ET.
  • In Person: Go to a VA regional office. Find the nearest VA regional office
  • By Mail: Department of Veterans Affairs Claims Intake Center, PO Box 4444, Janesville, WI 53547-4444. Include your relationship to the Veteran and any supporting documents that can help us verify the Veteran’s identity. Examples of supporting documents are:
    • Death certificate or other public record of the Veteran’s death 
    • Discharge document (like a DD214)
  • If you report in person at a VA regional office or by mail, provide copies of: 
  • Death certificate or other public record of the Veteran’s death.
  • Discharge document (like a DD214).

Provide as much information about the Veteran as you can when you first report the notice of death to VA. This information will help VA verify the Veteran’s identity. This information includes:  

  • Full name.
  • Social Security Number or VA claim number.
  • Date of birth.
  • Date of death.
  • Branch of service.

 

·         Attention Veterans: DMVA Helps Locate Lost Military Documents

·         The Pennsylvania Department of Military and Veterans Affairs (DMVA) is reminding veterans it can help locate their lost DD Form 214 (DD-214) and other military documents so they can get credit for time served and receive important benefits they have earned.

The DD-214 contains information needed to verify military service for benefits, retirement, employment and membership in veterans’ organizations. Without this key document, there could be significant delays when a veteran seeks benefits earned through their service to our nation. The DMVA can also assist with locating the DD-215, which is used to correct errors or make additions to a DD-214, helping to assure that veterans have accurate discharge documentation.

Anyone needing assistance from the DMVA to locate their DD-214/215, or other military documentation, can call toll-free 1-800-547-2838 or e-mail 
RA-REQ@pa.gov. More information about locating military documents can be found through the Records Request Program.

Another way to stay in touch is for veterans, family members and people who work with veterans to sign up for the DMVA’s Veterans Registry by visiting 
www.register.dmva.pa.gov.

The Department of Veterans Affairs (VA) and Department of Housing and Urban Development (HUD) joint initiatives to end homelessness among veterans through enhanced collaboration with other federal, state, faith-based, VSO and community partners have made significant inroads in decreasing homelessness among our nation’s veterans.

 

H.R. 8560, the End Veteran Homelessness Act would have case managers prioritize assistance to vulnerable homeless veterans, including veterans who are homeless and have disabilities (including chronic mental illness, chronic substance abuse disorders or chronic physical disabilities).

 

This bill would authorize payment of administrative fees to the public housing agencies for costs of administering vouchers and other eligible expenses used to facilitate the leasing of the vouchers, such as security deposits and other costs related to retention and support of participating owners.

 

The legislation would also require the Government Accounting Office (GAO) to complete and submit a report with specific information as it pertains to the VA HUD-VASH program to certain congressional committees.

 

In accordance with DAV Resolution No. 083, DAV supports H.R. 8560, the End Veteran Homelessness Act.

 

We ask you to contact your Representative and urge them to co-sponsor and support H.R. 8560. Thank you for taking action on behalf of service-disabled veterans, their dependents, survivors and caregivers.

It will take 2-3 weeks to get the results from Durham VA Health Care System, Durham, NC.  The detailed report gives Medication Category, BASED ON PHARMACOGENETICS STANDARD DOSING PER YOUR PROVIDER, BASED ON PHARMACOGENETICS PROVIDER MAY DISCUSS ALTERNATIVES, PHARMACOGENETICS RESULTS, GENE, VARIANTS, ZYGOSITY, PHENOTYPE, and a page of information about the program. Check it out, you must request it! FYI----this is just another situation where sharing information is a good idea. Don Logeman brought this to my attention. I continue to work with Kristen Meyers from Congresswoman Houlihan’s office in Washington to try and get an MST Awareness National Day. Kristen has been amazing with her energy level and desire to get this done. If this can get done, we are hoping that there will be more attention paid to this tragic issue!

 

I am also hoping State Representative Johanny Cepeda-Freytiz will once again get a House Resolution for MST Awareness in PA with media coverage and attention!

VA launches redesigned Burn Pit Registry

The Department of Veterans Affairs Burn Pit Research Registry has been redesigned.

The database combines veteran and service member data that helps VA to better understand, research, and ultimately improve treatment for the health challenges facing veterans exposed to airborne hazards and burn pits during their military service, according to a release.

“While the registry does not impact an individual veteran’s health care or benefits, it does serve as a catalyst for advancing new and innovative treatments for the veteran population as a whole — including informing decisions related to presumptive conditions, more precise predictive medicine, and proactive veteran care,” said Under Secretary for Health Dr. Shereef Elnahal.

The registry will now include more than 4.7 million veterans and service members who meet participation criteria based on Department of Defense records.

“This tool is a significant improvement in making data available in a way that better serves all those who were exposed to burn pits and other hazards,” said Department of Defense Assistant Secretary of Defense for Health Affairs Dr. Lester Martinez-Lopez.

Living or deceased veterans and service members who, according to DOD records, served in the military campaigns or theater of operations during the designated time frame will be automatically included in the registry:

Operations and Campaigns: Desert Shield and Desert Storm; Iraqi Freedom; Enduring Freedom; and New Dawn.Iraq, Afghanistan, Kuwait, Saudi Arabia, Bahrain, Djibouti, Gulf of Aden, Gulf of Oman, Oman, Qatar, United Arab Emirates, waters of the Persian Gulf,

Arabian Sea, Red Sea, Syria, Uzbekistan, and Egypt between Aug. 2, 1990, and Aug. 31, 2021.
Somalia since Aug. 2, 1990.
The Southwest Asia theater of military operations and Egypt any time after Aug. 2, 1990.
Afghanistan, Djibouti, Jordan, Lebanon, Syria, Uzbekistan, or Yemen any time after Sept. 11, 2001.
Associated airspaces with the countries listed above as well as the waters of the Persian Gulf, Arabian Sea, Gulf of Aden, Gulf of Oman, and the Red Sea.

The list is in addition to those who were based or stationed at a location on or after Sept. 11, 2001, where an open burn pit was used in Afghanistan, Iraq, Uzbekistan, Egypt, or Syria.

The data included in the registry includes deployment locations, military personnel information, and demographics to include gender, race, and ethnicity. No medical information will be stored in the registry, according to the release. Data will be accessible only to select VA epidemiologists and researchers and institutional review board-approved researchers.

Data will be used to conduct research on the cohort over a period of time. The results will inform the policy decision-making efforts of VA executive leaders, including those related to presumptive conditions.
